I'd like to create the illusion of fire, without actual flames or great expense.
The ';fire'; is for a photo that I'm trying to create.
Can't seem to think of anything that I can use that's either realistic looking or easily available.
Any ideas?

There are a load of different ways to do this.

You can use a very light white cloth (something like chiffon, maybe a bit ragged or cut-up).
You anchor it to the ground and blow a strong hairdryer onto it from beneath, making it flutter upward.
Then light it from behind with an orange light.
That works pretty well in real life, but I'm not sure how it would photograph.
If you have access to Photoshop, you can post-process the image to add the flame effect. Check out this page:

like the others said if you know wot your doin you can photoshop the pic after and add flames. if you need it for a set thers things iv seen that might work. they use them on tv its an inflatable fabric that flaps like a flikering flame wen air is blown from underneath. dont no were youd get them tho
well our artificial fire has a blower some tinsel like stuff that makes it waggle a coloured bulb to add the orange and a dark opaque screen at the front which acts as a projection screen and the effect quite Realistic
A fire extinguisher , fire blanket if they go one or both or fire bucket , if it's your creative period be careful dont set the house on fire .
i'd consider googling.
make it with computer graphics.
